VM Failed - The attempted operation cannot be performed in the current state (Powered off)

if you can't power on a VM and you receive this error "VM Failed - The attempted operation cannot be performed in the current state (Powered off)" follow steps below:

1. using Putty connect host server with issue using root
2. run /etc/init.d/hostd restart
3. unregister VM with issue and reregister it'
4. power on VM
